North Umpqua wild winter fish need help again.

Click below see the proposals and who proposed them. I see the Helfriches have at least 3 on there. They should know better.

Hope this is OK it's just regs and proposals. Page 36 is the SW zone which includes the Umpqua basin. This is where the kill proposals are.

The last time ODFW allowed a winter kill fishery on the Umpqua system, it was a circus disaster. Guides from all over the state (including non-residents licensed to guide in Oregon), as well as anglers, converged on the river to "get theirs."

More important, last time around ODFW included a provision in the rule for an emergency closure if needed. Yet, when a low-water year arrived and kegged-up wild fish were getting slaughtered, ODFW failed to enact any changes. Estimates of the numbers of wild fish killed were inadequately monitored due to insufficient funds for fish checkers. Management by blind-eye.

The entire idea of "excess spawners" is completely oblivious to the fact that there are many subpopulations in the basin that remain entirely uncharacterized. Lumping all of these fish into one pool, and skimming off the top indiscriminately, is exactly how many of our fisheries have already found their way into the sh!tter

Though I support the general idea of weaning off hatcheries and moving towards limited wild harvest, I am less confident in the ability of ODFW to adequately understand, police and manage this situation sustainably.

Thanks for posting this. Is there anything else one can do to help? I just spent an evening and morning around steamboat and the river is truly a gem.

Does anyone know if the final meeting in August is open to the public? It looks like ODFW held all of the local public meetings in May. If the August meeting is open to the public, attendance would be the best thing to do to further help ensure that these rule changes are not enacted.
